ORDER
1. The present Second Appeal has been filed under Section 51 (2) of the Consumer Protection Act, 2019 by the appellant/opposite party being aggrieved of the order dated 24.11.2025, passed by the learned Chhattisgarh State Consumer Disputes Redressal Commission, Pandri Raipur (Bilaspur Circuit Bench) (for short the ‘State Commission’) in First Appeal No. 537 of 2025, arising out of the order dated 14.08.2024 passed by the learned District Consumer Disputes Redressal Commission, Janjgir-Champa (C.G.), (for short the ‘District Commission) in Consumer Complaint No.CC/2024/19, with a delay of 70 days, beyond the prescribed period of thirty days.
2. Heard the learned counsel for the appellant on the Memo of appeal as well as on the delay condonation application.
3. At the outset it is appropriate to mention that a Second Appeal before this Commission lies when it involves a substantial question of law. In this regard, Section 51(2) lays down as under:
“51. Appeal to National Commission –

(2) Save as otherwise expressly provided under this Act or by any other law for the time being in force, an appeal shall lie to the National Commission from any order passed in appeal by any
