1. This Adjudicating Authority convened through physical mode.

2. IA (I.B.C) No. 207/KB/2026 This application has been filed by the Liquidator for taking on record Final Progress Report. The Final Progress Report is placed at pages 19 to 34 of the application. This IA is supported by an affidavit duly affirmed by the Liquidator, which is placed at pages 16 to 18 of the application. The Final Progress Report was discussed and taken on record subject to exception and accordingly IA is disposed of.

3. IA (I.B.C) No. 212/KB/2026- This is an application filed under Section 54 of the Insolvency & Bankruptcy Board of India (Liquidation Process) Regulations, 2016 read with Regulation 45(3) of the IBBI (Liquidation Process) Regulations, 2016 relevant provisions of the Insolvency and Bankruptcy Code, 2016 (herein referred to as “IBC, 2016”) by the Liquidator of M/s. Ceebuild Nadia Construction Private Limited, the Corporate Debtor, seeking Closure of the liquidation of the Corporate Debtor.

4. Brief Facts of the Case (a) The Corporate Insolvency Resolution Process (herein referred to as “CIRP”) was initiated against the Corporate Debtor vide order dated 20.07.2023, passed by this Adjudicating Authority in CP (I.B.C) No. 207/KB/2022.

(b) That upon conclusion of the CIRP and non-receipt of any Resolution Plan, this Adjudicating Authority vide order dated 24.06.2025 in IA (I.B.C) (Liq) No. 09/KB/2025, had ordered Liquidation process of the Corporate Debtor appointing Mr. Goutam Mukherjee as the Liquidator.

(c) That in terms of Regulation 12 of the IBBI (Liquidation &

IA (I.B.C) No. 212/KB/2026 In CP (I.B.C) No. 207/KB/2022 Process) Regulations, 2016, the Applicant had made a public announcement in Form B on 27.06.2025 in Business Standard (English, Kolkata edition) and Ekdin (Bengali, Kolkata edition) newspapers thereby calling the Stakeholders of the corporate debtor to submit their claim by 24.07.2025.

(d) That as per Regulation 44 of the Liquidation Regulations, Insolvency and Bankruptcy Code, 2016 (Amended up to 14.09.2022) the liquidator shall liquidate the corporate debtor within a period of One year from the liquidation commencement date i.e., within 24.06.2026. Accordingly, Liquidator has sold the CD as a going concern within time.

(e) The applicant appointed two registered valuers, namely Mr.

Rajeeb Sarkar and Mr. Sekh Anowar on 09.07.2025, for fresh valuation of the Corporate Debtor's only assets being land and building. A copy of the said report is annexed to the application and marked as Annexure- C.
