ORDER
1. None has appeared from the side of the applicant despite the Registry having intimated to the applicant through e-mail dated
13.03.2024 that the matter is listed for hearing today.
2. We had taken cognizance on the Letter Petition submitted by the applicant i.e. General Secretary, All India Forward Bloc, received through e-mail dated 26.12.2023, alleging that respondent – Tarana Prints (Parag Syntex Pvt.Ltd.), a Mill was burning restricted wood for producing water steam for mill boiler, resulting in emission of heavy polluted black fog. We had called for a report from the Member Secretary, Gujarat Pollution Control Board (GPCB) – respondent No.2, which has been submitted through e-mail dated 13.02.2023. The relevant portion of the said report is quoted hereinbelow for the sake of convenience:
“(III) THE INSPECTION OF ABOVE MENTION UNIT WAS CARRIED OUT BY THE REGIONAL OFFICE, SURAT OF GUJARAT POLLUTION CONTROL BOARD AND AS PER THE INSPECTION REPORT DATED: 20/01/2024 OBSERVATION/ FACTUAL DETAILS ARE AS UNDER:

Dress material is going on.
Source of water supply is from SMC & bore well. Generated industrial waste water after in-house primary treatment is discharged in to u/g drain leading to CETP-PIL for the further subsequent treatment. During inspection time provided primary ETP units are found in operation & finally treated w/w is being discharge into CETP – PIL for the further subsequent treatment. One representative w/w sample is collected from final outlet of industry, as mentioned in sample details. Generated domestic w/w disposed off into the septic/soak pit system. Unit has not installed flow meter at the final outlet of the unit hence unit is instructed for the same.
Unit is having one Steam Boiler (capacity 8 TPH) and one TFH (capacity 3000 U). Unit has provided separate set of Multi cyclone, bag filter and Alkali Scrubber with boiler & TFH each as APCMs. During inspection Steam Boiler & TFH as well as provided all respective APCMs are found in operation. Coal is being used as a fuel & auto fuel feeding system is provided. CEMS installed at common stack reading notes as : PM 28.9 Kg/Hr. Unit is having total 2 Nos of DG sets capacity 380 KVA & 365 KVA, as a standby facility. Ambient air quality is found normal during inspection time.
During inspection stock of ETP sludge @ 1 MT and discarded containers @ 25 no’s observed within unit’s premises.

(IV) ACTION TAKEN BY THE BOARD:
As per the Observations of Inspection reports following violation is observed &
instruction issued by the inspecting officer for the same:
(I) Unit has not installed flow meter at the final outlet of the unit.
Unit has submitted reply of the non-compliance on dated: on online xgn system of the Gujarat Pollution control Board with photographic Proof.
