07. This matter is taken up through Hybrid arrangement (video conferencing/physical mode).
This writ petition has been filed by the petitioners with the following prayer:-
“It is therefore prayed that the writ application be admitted, notice be issued to the opp. parties to show cause as to why the order dated 09.12.2024 passed by the Central Administrative, Tribunal, Cuttack Bench, Cuttack in O.A. No. 260/00212 of 2019 by setting aside order dated 01.03.2017 & 12.02.2019 under Annexure-4 & 5 shall not be quashed if they fail to show cause or show insufficient cause the order dated 09.12.2024 passed by the C.A.T, Cuttack Bench Cuttack in OA No.260/00212 of 2019 under Annexure-7 be quashed.
AND Any other writ/writs, order/orders and/or direction/directions be issued as this Hon‟ble Court deems fit and proper.
And for this act of kindness, the petitioner shall as in duty bound”.
Issue notice to the opposite party on the question of admission indicating therein that the matter shall be disposed of at the stage of admission.
Since Mr. Samarendra Swain, learned counsel has already entered appearance for the opposite party and received a copy of the writ petition, the matter be listed in the week commencing from 8th December 2025.
Counter affidavit, if any, be filed in the meantime after serving a copy thereof on the learned counsel for the petitioners.

08. Mr. Bibhuti Bhusan Mishra, learned Senior Panel Counsel appearing for the Union of India submits that in the meantime, due to non-compliance of the order dated 09.12.2024, the opposite party has filed a contempt petition bearing C.P. No.55 of 2025 before the Central Administrative Tribunal, Cuttack Bench, Cuttack (in short, „Tribunal‟).
Learned counsel for the opposite party has also not disputed about the filing of the contempt petition before the Tribunal.
As an interim measure, it is directed that since the matter is posted to 8th December 2025 for final adjudication, the learned Tribunal shall not proceed with the contempt petition till the next date.
