09. 1. Heard learned counsel for the respective parties. 2. Instant writ petition is filed by the petitioner challenging the impugned notice as at Annexure-3 dated 20th August, 2025 issued in connection with no confidence motion scheduled to be held on 25th September, 2025 received from opposite party No.4 on the grounds inter alia that the same is not legally tenable for having not complied with the requirements of Sections 24(2)(a) and 24(4) of the Odisha Grama Panchayats Act, 1964 (hereinafter referred to as ‘the Act’).
3. Mr. Pradhan, learned counsel for the petitioner would submit that the petitioner was not served with the resolution and requisition accompanied with the impugned notice i.e. Annexure-3, hence, there is non-compliance of Section 24(2)(c) of the Act. The further submission is that the motion could not have been initiated against the petitioner, who is in-charge of Sarpanch
