2. The Petitioner has filed this Writ Petition challenging the action of the Collector-cum-Chairman, Regional Transport Authority, Puri and Regional Transport Officer, Puri in not issuing temporary permit and taking decision on the representation submitted by the Petitioner.

Temporary permits under the Motor Vehicles Act must be issued based on valid, specific grounds; reliance on inadequate reasoning to substitute regular permits is impermissible.
A transport authority must provide clear justification and assess actual public needs when granting temporary permits, ensuring existing transportation sufficiency is evaluated.
The transport authorities can refuse permit applications based on relevant factors such as traffic conditions and pollution concerns.
