4. The Petitioner has challenged the levy of additional fees prescribed for grant and renewal of fitness certificate as provided under the Clause 11 and 11 A of Rule 81 of

Central Motor Vehicles Rules, 1989.

5. It is contended by the Petitioner that the last fitness granted in respect of the vehicle of the Petitioner bearing

registration No.OR-09-M-1617 (Bolero) was valid till 24.06.2020 and the Petitioner has not renewed the fitness certificate thereafter. In the meantime, since the vehicle had completed fifteen years by 04.04.2023, the Petitioner was required to pay the fees and additional fees from 04.04.2023 for grant of fitness certificate as per Clause 11 A of the Rule 81.
