01. 1. This matter is taken up through Hybrid Arrangement (Virtual /Physical Mode).

2. Heard learned counsel for the Petitioner as well as learned Additional Government Advocate for the State. Perused the writ petition as well as the documents annexed thereto.

3. By filing the present writ application the Petitioner has made the following prayer:-

“In the above facts and circumstances, the petitioner humbly prays that this Hon'ble Court may be graciously pleased to issue a writ / writs in the nature of a writ of mandamus commanding the opposite parties to extend the benefits of Lecturer (Group-A) Scale and Reader (State Scale) to the Petitioner w.e.f.14.03.2015 and 14.03.2025 respectively under the Odisha Non- Government Aided College Lecturer's Placement Rules, 2014 and letter dtd.17.10.2015 under Annexure-6 & 7 respectively within a stipulated period of time.
