1. This matter is taken up through Hybrid mode.

2. Heard learned counsel for the Petitioner as well as learned counsel for the State-Opposite Parties. Perused the Writ Petition as well as the documents annexed thereto.

3. Ventilating his grievance, the Petitioner has approached the Opposite Party No.3 – Sub-Collector, Sambalpur-cum-President of the Governing Body of Burla N.A.C. (Degree) College, Burla by filing a representation. But no decision has yet been taken on such representation. Being aggrieved by such inaction of Opposite Party No.3, the Petitioner has approached this Court by filing the present Writ Petition.

4. During course of argument, learned counsel for the Petitioner contended that the case of the present Petitioner is squarely covered by the judgments of this Court rendered in Ritanjali Giri @ Paul v. State ofOdisha (School & M.E. Deptt.) & others, reported in 2016 (I) ILR~1162, Sarat Chandra Parida -v
