1. This matter is taken up through Hybrid mode.

2. Heard learned counsel for the Petitioner as well as learned counsel for the State-Opposite Parties. Perused the Writ Petition as well as the documents annexed thereto.

3. Ventilating his grievance, the Petitioner has approached the Opposite Party No.3 – Sub-Collector, Sambalpur-cum-President of the Governing Body of Burla N.A.C. (Degree) College, Burla by filing a representation. But no decision has yet been taken on such representation. Being aggrieved by such inaction of Opposite Party No.3, the Petitioner has approached this Court by filing the present Writ Petition.

During course of argument, learned counsel for the Petitioner contended that the case of the present Petitioner is squarely covered by the judgments of this Court rendered in Ritanjali Giri @ Paul v. State ofOdisha (School & M.E. Deptt.) & others, reported in 2016 (I) ILR~1162, Sarat Chandra Parida -vrs- State of Odisha reported in 2015 (II) ILR-Cuttack 94 Baijayanti Nayak Vrs. State of Odisha & Ors (W.P.(C) No. 34453 of 2021 decided on 19.10.2023 & 03,01.2024) and Hemant Kumar Chhotaray & batch- vrs.-State of Odisha and others reported in 2024(I)OLR-709. He further contended that the case of the Petitioner has already been recommended by the Principal, Bural NAC College, Burla vide letter dated 11.03.2025 at Annexure-7 to the present Writ Petition. In such background, learned counsel for the Petitioner contended that the Opposite Parties be directed to pass necessary orders in terms of the aforesaid judgments within a stipulated time period.

5. Learned counsel for the State on the other hand contended that he has no specific instruction in the matter. However, taking into consideration the grievance of the Petitioner as involved in the present Writ Petition, he has no objection if this Court directs the Opposite Parties to consider the grievance of the Petitioner within a stipulated time period.

Having heard learned counsel for the parties, after careful scrutiny of the background of the facts as well as the documents annexed to the present Writ Petition and further taking into consideration the grievance of the Petition, this Court thinks it proper to dispose of the present Writ Petition by directing the Opposite Party No.3 to consider the representation dated 03.11.2025 of the Petitioner at Annexure-10 keeping in view the judgments referred to hereinabove as well as the letter of the Principal, NAC College, Burla at Annexure-7 to the Writ Petition and dispose of the same by passing a speaking reasoned order within a period of eight weeks from the date of communication of today’s order. The decision so taken, be communicated to the Petitioner within a period of ten days thereafter.

7. With the aforesaid observations/directions, the Writ Petition stands disposed of.
