“It is therefore prayed that this Hon’ble Court may graciously be pleased to admit the Writ Application, issue notice to the Opp. Parties and after hearing the parties, issue appropriate direction(s) to the Opp. Parties to sanction and disburse the legitimate entitlement to the Petitioner in pursuant to the order dated 17.05.2019 passed by the learned court of Permanent Lok Adalat (PUS) Kalahandi-Nuapada, At: Bhawanipatna in P.L.A. Case No. 52 of 2018 for his active engagement in excavation of farm pond under the scheme "The Mahatma Gandhi National Rural Employment Guarantee Act, 2005”.

After completion of the work, necessary measurements and verifications were duly carried out, and the order-sheet as well as the first and final bill were prepared in the name of the petitioner, annexed as Annexure-1 series. It is further submitted that the first and final bill was prepared and signed by the Block Development Officer, Kesinga who is designated as the Programee Officer of NREGA/OREGS. However, despite completion of all the formalities, the final payment has not yet been disbursed. Therefore, the petitioner has submitted a representation dated 28.08.2023. However, the opposite party No.2 has not paid any heed to the representation made by the petitioner. Hence, he has approached this Court.
