1. This CRLMP has been filed with a prayer for issue of a writ of mandamus, directing the Opposite Parties No. 1, 2, 3 and 4 to take appropriate action on the complaint / report dated 25.03.2026 (Annexure-1) submitted online to the I.I.C., Chandrasekharpur Police Station UPD, Bhubaneswar stating that certain officials of the LIC Housing Finance Limited (LICHEL) has visited the college premises and created disturbances at the main gate by using abusive and offensive language and they had also brought unknown individuals with them who behaved in a disorderly and intimidating manner, causing fear and distress among students and staff, particularly female students who felt unsafe. They attempted to put up posters at the college gate and when the security personnel objected, they were threatened with dire consequences including threats to life. On account of their action regular classes were disrupted and the academic environment of the institution has been disturbed.

Annexure-2 is the complaint by Prabhat Ranjann Mallick – Managing Trustee of Nabadiganta Educational Trust dated 30.03.2026 which has been sent online to the to the I.I.C., Chandrasekharpur Police Station UPD, Bhubaneswar certain individuals claiming to be associated with LIC Housing Finance Ltd. along with their associates, had assembled unlawfully in front of the college main gate situated at Plot Nos. 1 and 2 under NDET KCAL and created a chaotic and situation and the incident was repeated again and on 30.03.2026, more than twenty persons under the leadership and guidance of Mr. N. Chandrasekhar, Recovery Head of LIC HFL, gathered at the college gate and attempted to forcefully open the gate, used abusive and vulgar language and again resorted to stone pelting. As a result, the students and staff members faced difficulty in entering the campus and normal academic activities were disrupted. These activities also prevented parents along with their wards from entering the college premises.

2. Opposite Party No.1 is the State of Odisha, represented through the Additional Chief Secretary and Opposite Party No.2 is the Commissioner of Police, Police Commissionerate, Bhubaneswar, district- Khurda, there is no necessity for issuing any direction to them.

3. I also find that when no action was taken on the complaints at Annexures -1 and 2, the complainants have not approached the DCP.

4. The CRLMP is therefore premature for which I am not inclined to entertain it. It is accordingly dismissed.

5. It is open to the Petitioner to approach to the Opposite Party No.3 – Deputy Commissioner of Police, Bhubaneswar UPD in case he is aggrieved by the inaction of the I.I.C., Chandrasekharpur Police Station UPD, Bhubaneswar.

6. Urgent certified copy of this order be granted on proper application.
