6 10-12-2025 This is a second round of litigation at the instance of the petitioners.
2. Previously, the petitioners filed C.W.J.C. No. 8484 of 2024 with a prayer for issuance of a Writ in the nature of Mandamus, directing the Bihar State Sports Authority (BSSA) to accept their success in All India Championship of JU-JITSU conducted in the year 2023 and offer employment on the ground of sports quota.
3. The BSSA initially rejected their prayer. In C.W.J.C. No. 8484 of 2024, this Court passed an order while disposing of the said writ petition, directing the Ministry of Youth Affairs and Sports, Government of India to inquire into the matter, as to wether the National Championship of JU- JITSU was held in the year 2023; whether the petitioners participated in the said competition and whether they became successful and secured medals in their respective events or not?

Judicial review of administrative decisions is essential when certification and transparency in sporting events are questioned.
The non-appointment of a petitioner based on a certificate that lacks the necessary counter-signature raises questions about procedural validity and authority in administrative decisions.

Judicial review under Article 226 does not permit interference in results of competitive events judged by designated officials.
A writ under Article 226 is maintainable against the BCCI, and internal disputes within the BCA should be addressed by the BCCI Ombudsman.
Eligibility for sports quota reservation must adhere to established criteria; rejecting valid sports certificates violates established policies.
