The petitioner, an institution has approached this Court seeking a direction upon the respondent authorities of the State Government to issue necessary order(s) of permission of establishment of the petitioner-institution and thereafter grant necessary order of recognition for conducting ANM (Auxiliary Nurses Midwifery), GNM (General Nurses Midwifery) and B.Sc Nursing Courses after making physical inspection of the petitioner-institution by a duly constituted team under the provisions of Nurses Training and Recognition Affiliation and conduct of Examination of School of Nursing Rules, 1997 .

3. Learned Advocate for the petitioner referring to the various annexures appended to the writ petition has contended that notwithstanding the No Objection Certificate having been duly issued by the Collectorate, Begusarai as well as by the Civil Surgeon-cum-Chief Medical Officer, Begusarai with the necessary permission for establishment of Nursing Institution conducting ANM, GNM and B.Sc Nursing Courses, till date physical inspection of the petitioner-institution has not been done.
