8 20-01-2026 Heard the learned counsel for the parties.
The present writ petition has been filed for the following relief(s):-
“a) For issuance of writ in the nature of mandamus, directing upon the respondent authorities to reinstate the electricity supply to the petitioner's residence as the electricity connection bearing New CA No.400708666 & Consumer ID No. MAD/SJ18900/286939 has been disconnected by the respondent authorities on 30.03.2025, without given any show cause or notice to the petitioner that on what reason or ground the electricity connection has been disconnected by the third party agency/goons, which is completely illegal and arbitrary as there is no such bill is due over the petitioner and not even the bill has been issued to him for payment of any remaining bill from last 2 years. Earlier in the year of 2015 one bill of Rs. 142173.37 (including interest and other charges) was incorrectly issued to the petitioner and upon objection the meter was under testing and still the reading of the meter has not been tested as respondents accepted these facts.
b) For issuance of writ in the nature of mandamus, directing upon the respondent authorities to ensure the fair and appropriate testing of meter bearing Meter No. 235975 of petitioner as the reading of the same was incorrect and objected by the petitioner and therefore, petitioner subsequently paid the meter testing charge of Rs.200/- on 03.09.2015 vide receipt no. 680040 on the instruction of respondent authorities but till date no testing was conducted and corrected the bills but the arbitrary and illegal demand on the basis of said fault meter has been demanding by the respondents, which amounts mental and financial torture of petitioner.
c) For issuance of writ in the nature of certiorari for quashing the last notice dated 26.09.2023 (Annexure-P/8) issued by the Office of Respondent No. 4 in the name of petitioner's father Bhola Jha demanding payment of Rs.10,05,078/-, with a warning of legal action if not paid. This notice demonstrates the respondents' arbitrary and irresponsible behavior, despite petitioner's requests for meter testing and replacement of old defective meter, which was not being addressed from 2015, but the billing was being made continuously in arbitrary manner.
d) For any other relief/reliefs for which, this Hon'ble Court deems fit. e) For the cost of litigation.”
3. Learned counsel appearing on behalf of the petitioner submits that the petitioner was given an electricity connection in the year 2014 and the meter bearing No. 235975 was installed. That the said meter was in the name of his late father Mr. Bhola Jha. That though the meter fixing slip was dated 28.02.2014, the petitioner received electricity bill after a period of one and half years in the month of August, 2015 for an amount of approximately Rs. 1,42,173.37/-.
