The landowners are in appeal before this court against the award of

the learned court below passed under Section 18 of the Land Acquisition Act,

1894 (for short, 'the Act') seeking enhancement of compensation for the acquired

land.

Briefly, the facts of the case are that State of Haryana vide

notification dated 2.3.1993 issued under Section 4 of the Act, acquired land

situated within the revenue estate of Villages Taraf Afgan, Malik Ugra Kheri and

Ugra Kheri, Tehsil and District Panipat for development and utilisation thereof as

residential, industrial and commercial area for Sector-24, Panipat. The Land

Acquisition Collector assessed the compensation for the land of different villages

at different rates. On reference under Section 18 of the Act, the learned court

below determined the market value of the acquir
