1. Prayer in this writ petition filed under Articles 226/227 of the Constitution of India, is for issuance of a writ in the nature of mandamus, directing the respondents to pass a speaking order on the proposals dated 14.11.2019 (Annexure P-5) and dated 31.03.2025 (Annexure P-6) and consider the petitioner for the post of Chief

Engineer as advertised vide letter dated 14.01.2025 (Annexure P-7).

2. Learned counsel for the petitioner, inter alia, contends that the petitioner, a qualified B.E. in Electronics and Communications, was duly appointed as Assistant Engineer (Instrumentation) in the year 2013 after the statutory service rules were amended in the year 2012 to include his discipline as an eligible qualification, however, a service anomaly has arisen inasmuch as the very same amended qualification has not been incorporated in the eligibility cr
