This order of mine shall dispose of both of the above mentioned writ petitions. However, for the sake of brevity, the facts are taken from CWP-11499-2022.

1. The present civil writ petition has been filed under Articles 226/227 of the Constitution of India for issuance of a writ in the nature of certiorari to quash the letters dated 23.03.2020 (Annexure P-6) and 24.02.2022 (Annexure P-7) issued by respondent No.3, whereby the petitioner has been subjected to recovery proceedings
