04.08.2025 whereby their claim for seniority has been rejected.

2. Petitioner No.1 joined Haryana Police Force on 18.07.2003 and petitioner No.2 joined on 14.07.2003. Ram Niwas and Faiz Mohammad joined respondent-Department on 06.12.2004. The petitioners were eligible for participating in promotional course in 2011 but they were ignored. In 2017, the petitioners were declared ‘fail’ in the exam for promotion to the rank of Head Constable. The promotional exam was again conducted in 2019 and petitioners cleared the exam, however, they were not given promotion as per seniority list as well as Punjab Police Rules, 1934 (as applicable to State of H
