Present contempt petition has been filed alleging violation of order dated 02.3.2023 (Annexure P-1) passed by a co- ordinate Bench of this Court in CWP-4454 of 2017 titled as “Labh Singh and others vs. State of Punjab and others”, whereby the petition was allowed and it was observed that “…the petitioners are held entitled for the revised pay scale. Respondents are thus directed to consider the claim of the petitioners as raised in the present writ petition for granting them revised pay scale of Rs.5000-8100 with all consequential benefits within a period of 03 months from the date of receipt of certified copy of this order….”; read with judgment dated

05.9.2024 (Annexure P-2) passed by the Division Bench of this Court in LPA No.335 of 2024 titled as “Nagar Council, Dera Bassi vs. Labh Singh and others”, whereby, in para 4 of the said order, it has been recorded as follows :-

“4. Learned counsel for appellant and respondents/ writ petitioners submit that a consensus has been arrived at between the parties that writ petitioners would restrict their claim to the benefit afforded to them, for a period of three years prior to filing of the earlier writ petition i.e. CWP-16560-2016 and would not claim any arrear beyond that. Appellant, it is stated would be satisfied if the relief as granted by learned Single Bench is restricted as above. The amount in question shall be released within next two weeks….”

Today, learned counsel for respondent No.2 has filed Short reply dated 02.3.2026 by way of affidavit of Mr. Ravneet Singh, Executive Officer, Municipal Council, Derabassi, SAS Nagar, Mohali. The same is taken on record. Copy thereof is supplied to the petitioner, who is present in person in Court.

Learned counsel for respondent No.2 has referred to the averments made in para Nos.6 to 9 of the said reply to submit that nothing remains due against the petitioner. Leave encashment for the three previous years amounting to Rs.10,200/- has already been released to the petitioner in compliance of the order dated 05.9.2025 passed in LPA-335-2024 on the basis of the undertaking as given by the petitioner himself.

In view of the facts noted above and the submissions made by learned counsel for respondent No.2, no further directions are required to be issued in the present contempt petition and the same is hereby disposed of. Rule stands discharged.
