Mr. Baltej Pal Singh Walia, Advocate with Mr. Karishna Sharma, Advocate for respondent No.3.

SUVIR SEHGAL, J. ( ORAL )

1. This petition has been filed inter alia for issuance of a writ in the nature of mandamus, directing respondents No.2 and 3 to consider representation dated 09.10.2025, Annexure P-3, filed by the petitioner.

2. Counsel for the petitioner states that on 23.07.2022, when petitioner’s husband-Binder Singh, was travelling to Mansa on a motorcycle, a stray animal came in front of the vehicle, which went out of control. Binder Singh sustained injuries and was hospitalized but his condition kept on deteriorating and he died on 31.07.2022. Counsel states that a G.D. No.23 dated 01.08.2022 was prepared under Section 174 IPC and as death had taken place due to an accident with the stray animal, petitioner applied for grant of compensation. Petitioner approached the Permanent Lok Adalat and during pendency of the proceedings before the PLA, a policy, “The Punjab Compensation to the Victims of Animal Attacks and Accidents Policy, 2023”, was framed and matter before the Lok Adalat were disposed of with liberty to petitioner to apply under the policy. Counsel points out that claim raised by the petitioner was accepted by a Committee headed by the Deputy Commissioner, Mansa, as is evident from the proceedings recorded on 30.01.2025, Annexure P-2, but the compensation has not been disbursed.

3. Advance copy of the petition has been served upon the respondents.

4. Mr. Kanav Singla, AAG, Punjab, has placed on record copy of a communication bearing No.163 dated 04.06.2025, addressed to the Director, Rural Development and Panchayat Department, Punjab, whereby after coming to the conclusion that petitioner is entitled to Rs.5,00,000/- as financial benefit, request has been made for release of the amount. He does not have any further instructions in this connection.

5. Keeping in view the fact that claim raised by the petitioner has been acceded to and she has been found entitled for compensation of Rs.5,00,000/-, writ petition is disposed of with a direction to the competent authority to disburse the amount within a period of one month from the date of receipt of a copy of this order.

6. Writ petition is disposed of.
