1. In the present petition, the grievance being raised by the petitioner is that he has been directed to pay penal rent of the premises which was occupied by him while working with the respondent-State, Haryana.

2. Learned counsel for the petitioner submits that against the direction of imposition of penal rent, the petitioner had filed an appeal before the Collector, which was decided on 03.02.1992 and keeping in view the fact that the petitioner is a handicapped person and he had been allotted the said house on the humanitarian grounds, it was held that the penal rent should not have been charged from him. The direction was given to charge a normal rent from 20.07.1983 to 17.01.1990 (Annexure P-8) by the Collector.
