The jurisdiction of this Court has been invoked under articles 226/227 of the constitution of India for issuance of writ order or direction for setting aside the impugned order dated 14.01.2016(Annexure P-32) and reply to. the legal notice dated 22.03.2016 vide which the claim of the petitioners to protect their seniority in select list 'C' at par with their junior counterpart on the basis of standing order 1/92 dated 22.07.1992(Annexure P-1) vide which respondent No.3, has granted the benefit of seniority to similarly situated employees vide order dated 14.10.2012 (Annexure p-6), 19.11.2012(Annexure P-7), 01.01.2013 (Annexure P-8) and 10.10.2014(Annexure P-24 to P-27), being discriminatory, arbitrary, and ITBP service rules with a further prayer to direct the Respondents to Re-fix the seniority, date of promotion, ACP financial up-grad
