1. Present civil writ petition has been filed under Article 226 of the Constitution of India for issuance of a writ in the nature of certiorari seeking quashing of the seniority list dated 23.10.2025 (Annexure P-6), vide which the petitioner has been placed below his juniors solely on the basis of minor penalty of stoppage of one annual increment without future effect imposed vide order dated 12.12.2019 (Annexure P-1) and further to issue a writ in the nature of mandamus directing respondent No.1 to antedate the promotion of the petitioner to the post of Municipal Town Planner w.e.f. 26.10.2020, the date on which his immediate juniors were promoted along with all the consequential benefits.
