Instant petition has been filed by the petitioner under Articles 226/227 of the Constitution of India seeking a writ of certiorari for quashing the recommendations of the Departmental Promotion Committee held on 06.01.2026 (Annexure P-3) to the extent of recommendation of respondent No.3 for promotion to the post of Joint Director despite respondent No.3 being not eligible for promotion on the date of DPC. Further, a writ of mandamus has been sought for directing respondents No.1 and 2 to promote the petitioner to the post of Joint Director and grant all consequential benefits to him; for issuance of a writ of certiorari for quashing the seniority list dated 10.10.2022 (Annexure P-6) and for issuance of a writ of mandamus directing the respondents to recast/refix the seniority of the petitioner in the cadre of Deputy Director/General Manager in accordance with law by placing
