1. The petitioner has filed the instant petition under Articles 226/227 of the Constitution of India, seeking issuance of a writ of certiorari for quashing the action of the respondents, whereby the petitioner has been denied the benefit of commutation of pension at the discount rate of 4.75% and has been subjected to commutation at the enhanced discount rate of 8% for the period between 31.07.2003 to 30.10.2006. Further, seeking issuance of a writ of mandamus directing the respondents to re-calculate the commuted value of pension of the petitioner by applying the discount rate of 4.75% instead of 8%; refund the excess amount recovered from the petitioner on account of application of the higher discount rate and release all consequential arrears arising therefrom with interest @ 6% per annum.
