1. The present Civil Writ Petition has been filed under Article 226 of the Constitution of India seeking issuance of a writ in the nature of certiorari for quashing the impugned order dated 24.02.2026 (Annexure P-13) passed by respondent No.2, whereby the licence of the petitioner has been cancelled.

Learned counsel appearing on behalf of the petitioner submitted that by way of the impugned order dated 24.02.2026 (Annexure P-13), the Deputy Commissioner and Registrar, Gurugram has cancelled the stamp vendor licence of the petitioner. While referring to the aforesaid order, he submitted that the same is on the face of it a non-speaking order and is not backed by any reasons. He further submitted that the petitioner was neither afforded any opportunity of hearing nor was served with the show cause notice before passing the order and it has prejudicially affected the rights of the petitioner and therefore, the aforesaid order is liable to be set aside.

3. On the other hand, Mr. Udit Garg, Addl. A.G., Haryana submitted that he has received an advance copy of the present petition and has also sought instructions in the present case. He submitted that he could not controvert the aforesaid factual position that the aforesaid impugned order (Annexure P-13) is a non-speaking order.

After hearing the learned counsels for the parties and perusing the impugned order (Annexure P-13) passed by the Deputy Commissioner and Registrar, Gurugram, this Court is of the considered view that the present petition deserves to be allowed. A perusal of the aforesaid order (Annexure P-13) would show that it consists of only five lines, whereby the Deputy Commissioner and Registrar, Gurugram has cancelled the licence of the petitioner and as per the learned counsel for the petitioner, no opportunity of hearing was given to the petitioner. Such kind of orders passed by the officers of the State are required to be deprecated by this Court. Any order which visits with civil consequences, the principles of natural justice are required to be followed and rather they are mandatory in nature and in the present case, not only the principles of natural justice have been violated but the order itself is totally non-speaking and is ex facie bereft of any reason.

5. Consequently, the present Civil Writ Petition is allowed. The impugned order dated 24.02.2026 (Annexure P-13) passed by the Deputy

petitioner, he may do so in accordance with law after giving adequate

opportunity of hearing to the petitioner and by following the procedure.

Since the aforesaid impugned order (Annexure P-13) passed by the Deputy Commissioner and Registrar, Gurugram, is ex facie without any reason, consists of only five lines and has been passed without affording any opportunity of hearing to the petitioner, the petitioner is entitled to costs. The costs are assessed at Rs.10,000/- (Rupees Ten Thousand). The respondent-State shall pay the aforesaid costs to the petitioner by way of a demand draft in his name, within a period of three months from today.
