1. The instant writ petition has been filed by the petitioner with the following prayer:-

“(a) The action of the respondents not to undertake the work of providing basic amenities such as development of roads, development of parks, and water supply in the Mahadev Nagar Residential colony, Ram Nagariya Road, Jagatpura, Jaipur may kindly be declared to the arbitrary, illegal, unjustified and unconstitutional;

(b) The respondents may kindly be directed to undertake and complete in the shortest possible time the internal development and basic amenities work such as development of roads, development of parks and water supply system from the Bisalpur pipeline in the Mahadev Nagar Residential Colony, Ram Nagariya Road, Jagatpura, Jaipur;”

2. By way of filing this writ petition, the petitioner is seeking direction against the respondents for providing basic amenities i.e. development of roads, parks, water supply, etc. At the outset, learned counsel for the respondent-JDA has taken a preliminary objection that the petitioner has alternative remedy of filing reference under Section 83(8)(b) of the Jaipur Development Authority Act, 1982 (for short ‘the Act of 1982).
