1. Grievance of the petitioner herein is against orders dated 01.04.1998/15.04.1998, vide which the respondents have withdrawn the selection grade given to the petitioner.

2. Succinctly stated, the facts as pleaded in the petition are as follows:

2.1 Petitioner was appointed to the post of Lower Division Clerk (LDC) vide an order dated 03.07.1973 and further, his services were confirmed. On 25.01.1992, an order was issued by the competent authority to provide the selection grade to the employees. The petitioner was offered, a promotion to the post of UDC on 25.03.1997 and his name was shown at Sr. No. 05. On 03.04.1997, the petitioner submitted the representation to extend his joining for three months due to family and health issues.

2.2 Again, on 12.08.1998, promotion along with posting was offered to the petitioner, wherein the petitioner's name was shown at Sr. No. 04 and again the petitioner requested an extension of his joining period for two months and a change in his place of posting to Udaipur due to health reasons.
