1. After hearing the parties at length, it is evident that the controversy in this case pertains to providing year-round employment to home guards and discontinuing the rotation system. This change aims to ensure that every individual is eligible for consistent work and receives their salary accordingly.
2. During the course of hearing, this Court observed the primary grievance to be the rotational deployment of home guards, which results in uncertainty regarding their work schedule. They are left unaware of the days they will be assigned duties and the days they will remain idle.
3. The history and establishment of home guards date back to 1946 when they were introduced as a volunteer service to assist the police in managing civil disturbances and communal riots. Over time, they evolved to serve as an auxiliary force to the police, aiding in the maintenance of internal security and supporting the community during emergencies such as air raids, fires, cyclones, earthquakes, and epidemics.
