1. The present writ petition has been filed challenging the communications dated 03.04.2025, 11.03.2025 and 07.11.2023 amongst the respondents herein.
2. The main grievance of the petitioner is that the petitioner is an adhoc dealer; he has been running the petrol pump under the valid license from the HPCL and his license is valid upto 07.08.2025 and it is extendable for one more year. It is further alleged that the original licensee of the said outlet whose license was cancelled made a certain complaint to the NHAI regarding the violations of certain guidelines issued by the NHAI with regard to establishment of petroleum outlet and acting upon the said complaint, the NHAI through its agencies have initiated an inquiry and obtained a report.
