1. The present writ petition has been filed challenging the communications dated 03.04.2025, 11.03.2025 and 07.11.2023 amongst the respondents herein.
3. Basing on the said report, the NHAI addressed a letter dated 07.11.2023 to the District Collector along with the report for appropriate action. The District Collector after verifying the report and communication of the NHAI has sought certain clarification from the NHAI by addressing a letter dated 11.03.2025. The NHAI, in pursuance of directions of the District Collector, addressed a letter under communication dated 03.04.2025 seeking information regarding the status of the retail outlet.
5. Prima facie, looking at the facts on record, there is a valid license existing basing on the NOC granted by the District Collector and still no final decision has been taken and petitioner is entitled to continue the business activity, until a final decision is taken by the District Collector.
