1. The present writ petition has been filed aggrieved of order dated 17/18.07.2025 (Annexure-20) whereby the services of the petitioner have been terminated after completion of one year of service. Admittedly, the petitioner had been re-engaged in service after superannuation, in terms of the Circular dated 28.03.2023 (Annexure-3).
2. Learned counsel for the petitioner submits that as per Circular dated 28.03.2023, the services of the petitioner ought to have been extended for a period of one more year. He submits that even otherwise, there are still seats vacant and no regular appointments have been made.
3. Counsel further submits that no notice whatsoever was served on the petitioner before the termination order been passed whereas as per Clause 10 of the Circular, a 15 days notice was essential.
4. Per contra learned counsel for the respondents submits that as the petitioner has completed the period of one year of service, the services have rightly been terminated in accordance with law.

6. Circular dated 28.03.2023 provides as under :-

A bare perusal of the above Circular reflects that the employees who had superannuated could be re-engaged for a period of one year at the inception and the said services could be extended for a further period of one year with prior approval of the administrative department. The said services could furthermore be extended although with the sanction and permission of the Finance Department.
