We find that when the contempt petitions come up for hearing, the State counsel appear for State. At that stage, advance notice for contemnor cannot be taken by the State counsel. In case, the State counsel are instructed, after service of notice, to appear on behalf of contemnor, then alone the State counsel may appear."
