1. On the request of learned counsel for the petitioner, the matter is heard on final disposal at the admission stage itself.

2. The present writ petition has been filed challenging the inaction of respondent No. 6 - Commissioner Of Police, Police Commissionerate, Jodhpur (Raj.) in not granting No Objection Certificate (NOC) to enable the petitioner to complete the selection process for the posts published by the Rajasthan Administrative Services (hereinafter referred to as ‘the RAS’).

3. The case of the petitioner is that the petitioner applied for the posts published by the RAS. Subsequently, the petitioner also appeared in the recruitment process for the post of Sub-Inspector, in which he was selected and granted appointment order and he joined on the said post. While discharging his duties as a Sub- Inspector, the petitioner was found meritorious in the examination conducted by the RAS, thereafter, he participated in the interview and he was also declared provisionally selected. However, his further selection was subject to production of NOC from the present employer. The petitioner, seeking the requisite NOC, made an application before the respondent No. 6 on 11.11.2025, however, the respondent No. 6 has not taken any action for grant of NOC, therefore, the petitioner is before this Court.

4. When the initial recruitment of the RAS started, the petitioner was not employed with the respondent department. When the selection process was in progress the petitioner got selected to the post of Sub-Inspector and is now discharging duties. While discharging the duties as a Sub-Inspector, he got selected for the services in RAS. He was also found provisionally selected, however, his posting order was withheld for non- production of NOC. The petitioner already submitted a representation before respondent No. 6. This Court finds no reason for the respondent No. 6 to sit over the petitioner’s representation without considering the issuance of NOC to enable the petitioner to get appointment in the selection process for the RAS. Therefore, this Court is inclined to dispose of the writ petition.

In the result, the writ petition is disposed of with a direction to respondent No. 6 to consider the case of the petitioner for issuance of No Objection Certificate basing on the application filed by him to enable him to join the Rajasthan Administrative Services within a period of seven days from the date of receipt of this order.

6. All pending applications, if any, stand disposed of.
