1. The present matter relates to monitoring and curbing ragging activities in medical colleges of the State.

2. Learned counsel for the petitioner submits that the issue at hand is of a sensitive nature and requires vigilant judicial oversight.

3. Learned counsel for the respondents has drawn the attention of this Court towards paragraphs 3 & 4 of the reply filed on behalf of the respondents, which are reproduced hereinbelow for ready reference:

“3. Without due respect, it is respectfully submitted that the concerned raised by the petitioner is a concerned of Public at large and the curative measures taken by the answering respondents are required to be submitted before the Hon’ble Court as to ensure the Hon’ble Court that answering respondents are following the mandate issued by the MCI. The committee has been constituted in all the medical colleges of State to prevent the unlawfully activities of raging in each and every session and appropriate follow up has always been made. There is no raging activities underwent in session 2023-2024 in any of the medical college of answering respondents. A notice to all the students has been issued while seeking online annual undertaking of themselves and their parents on two website of National Raging Prevention and University Grant Commission and hardcopy of the same to the principal of concerned. The undertaking is further sought to be given before warden in case of any of the student is living in the hostel. The directions to stop raging and to curb the menace of raging in medical college are also issued by the Hon’ble Supreme Court of India and University Grant Commission. The copy of decision rendered in University of Kerala Vs. Council Principals colleges of Kerala & Ors., also take care of raging activities and UGC has also issued guidelines same were followed in its true letter and spirits by the answering respondents. The copy of Anti Raging Committee constituted at all the colleges, copy of notice issued to all the students and copy to arrange appropriate police officials in the college by one of the college are submitted herewith and marked as Annexure-

With due respect, on basis of aforesaid submission it is ex facie clear that the mandate of clause 6.1, 6.2 and 6.3 are complied with by the Medical Colleges of State, so the PIL filed by the petitioner is liable to be disposed off in terms of compliance made by the answering respondents and same has already been made even before filling of the writ petition, so the instant PIL is liable to be dismissed.”

4. On the basis of the aforesaid submissions, it is ex facie evident that the mandate of Clauses 6.1, 6.2, and 6.3 has been duly complied with by the medical colleges of the State.

In view of the submissions advanced by learned counsel for the respondents, which are duly supported by the averments contained in paragraphs 3 & 4 of the reply, this Court is satisfied that all requisite steps are being undertaken by the respondents to effectively monitor and prevent ragging in medical colleges.

6. Accordingly, the writ petition stands disposed of with the observation that the respondents shall continue to remain vigilant and ensure strict compliance with all statutory and regulatory provisions pertaining to prevention of ragging. However, the petitioner shall be at
