1. The present writ petition No.12797/2025 has been filed with the following prayers:-

“It is, therefore, most respectfully prayed that your lordship may graciously be pleased to issue writ of mandamus or writ of certiorari or any other appropriate writ, order or direction as follows:

A. To quash and set aside the impugned gazette notification No. S.O. 3241 (E) dated 08.08.2024 (Annexure-2) issued by Respondent No. 3.

B. To quash and set aside the impugned gazette notification No. S.O. 3276 (E) dated 16.07.2025 (Annexure-9) issued by Respondent No. 3.

C. To call for the entire relevant record and the Detailed Project Report (DPR) prepared by the Respondents for project under question viz.

Ringas-Khatu ShyamJi New BG Line Project;

D. To pass the order to initiate the enquiry against the Respondents;

E. To quash and declare the entire acquisition proceedings as illegal and direct the Respondents to act as per Detailed Project Report;

F. Grant such further relief / reliefs which in the facts and circumstances of this case may do complete justice to the petitioner.

G. Pass any other appropriate order/direction, which this Hon’ble Court deems fit.

Any other writ order or direction, which this Hon’ble Court deems fit and proper, may kindly be passed in favour of the petitioner.”

Mr. Ramit Pareek, learned counsel for the petitioners submits that the respondents No.1 to 5 were required to acquire the land for construction of special railway project namely, Ringas – Khatu ShyamJi (17.49km) New BG Line project in District Sikar in the State of Rajasthan, strictly in consonance of the Detailed Project Report (DPR) prepared by the technical experts and could not have deviated from the said DPR.

Learned counsel for the petitioners submits that the gazette notification dated 08.08.2024 issued by the respondents No.1 to 5 – Ministry of Railway, by invoking the provisions of Section 20A of the Railways Act, 1989 (as amended by the Railway (Amendment) Act, 2008) (hereinafter referred to as “the Act of 1989”) was in utter violation and in deviation of the DPR prepared by the State – respondents themselves as the khasra numbers mentioned in the said
