1. Instant writ petition is preferred by petitioners with following prayer:

“It is, therefore, humbly prayed that this Hon'ble court be pleased to allow this writ petition and may further be pleased:

(1). To direct the respondents corporation to continue the services of the petitioners and regularized them as directed by the Hon' ble Court in different orders of Mitendra Singh Rathore (SLP) No. 32671/2013, Mooli Devi Chowdhary vs. State of Rajasthan, Surendra Kumar Gurjar vs. State of Rajasthan case. etc. 2). To quash and set aside orders dated 26.8.2025 and 29.9.2025 issued by the respondent. (3). To order respondents to advertise the vacancies for regular selection process instead of through placement agencies and continue the guards of previous agencies directly with respondents till the regular selection process is undertaken;

(4) To issue any other appropriate writ, order or direction to respondents to cancel the tender as again they have advertised for change of placement agencies rather than recruiting guards on vacant posts directly;

(5). To pay minimum pay scale to contractual guards as they are paying to unfit drivers for working as security guards.

(6). To issue any other appropriate writ, order or direction as may be deemed just and proper in the facts and circumstances of the case.”

(7). To issue writ, direction or order respondents Withdraw and revoke the Impugned Demotion Order dated 26.08.2025 demoting Our Client from the ‘Highly Skilled’

to the ‘Skilled’ category.

(8). To declare tender of clause null and void and issue direction to tendering authority to amend or delete the arbitrary provision.

(9). To direct respondents to pay minimum pay scale as unfit drivers are being paid scaled for same job and till the regular selection process may not reduce salary from Rs.359 to 309 per day (10). To directs the respondents not to discontinue the existing guards while following this process;

(11). To issue any other appropriate writ, order or direction as may be deemed just and proper in the facts and circumstances of the case.
