1. Learned counsel for the petitioner submits that the petitioner has been deprived of the opportunity to appear in the B.Ed. Part-II Examination, 2026, as he is unable to access the online portal for submission of the examination form.

2. Pursuant to the direction of this Court, learned counsel Mr. Milap Chopra has appeared on behalf of respondent No.3 – University and has produced factual report. He submits that as per the Syllabus, Scheme for Examination and Course of Study for B.Ed. (Two-Year Course – Part-I & Part-II), Academic Session

2025-2026, a minimum attendance of 80% is mandatory for eligibility to appear in the examination. It is further submitted that, as per the information received by the University, the petitioner is shown to have 0% attendance.

3. However, from the material produced during the course of arguments, it is not clear whether the said attendance of 0% pertains to the academic session 2024-2025 or 2025-2026. 4. Learned counsel for the petitioner states at bar that the petitioner has regularly attended the B.Ed. Part-II classes during the academic session 2025-2026 and that respondent No.4 – College has failed to forward the petitioner’s attendance details to respondent No.3 – University.

5. Learned counsel for the petitioner also submitted that today is the last date for submission of the application form for the B.Ed.

Part-II Examination (2025-2026).

6. The matter requires consideration.

7. Issue notice of writ petition as well as of stay petition to the respondents except respondent No.3. Rule is made returnable within two weeks.

8. In view of the above, respondent No.4 – College is directed to forward the petitioner’s attendance details for the B.Ed. Part-II course for the academic session 2025-2026 to respondent No.3 – University within a period of seven (7) days from today. Learned counsel for respondent No.3 – University shall place the verified attendance details on record by the next date of hearing.

9. In the meanwhile, respondent No.3 – University is directed to accept the petitioner’s application form for the B.Ed. Part-II Examination for the academic session 2025-2026 in offline mode along with the requisite fees. However, the petitioner shall not be permitted to appear in the examination without prior leave of this Court.

It is made clear that this order is passed in the interest of justice, as there is presently no conclusive material on record to establish that the petitioner lacks the requisite attendance, namely, 80% for coursework and practicum and 90% for school internship, as prescribed under the applicable scheme i.e. Scheme for Examination and Course of Study for B.Ed. (Two-Year Course –

Part-I & Part-II).
