1. The present writ petition is the second round of litigation and raises challenge to the impugned decision letter dated 21.11.2025 (Annexure-16), issued by the respondent—Pharmacy Council of India. By way of the said decision letter, the respondent rejected all the three courses offered by the petitioner-University, viz. Bachelors in Pharmacy (B. Pharm), Masters in Pharmacy (M. Pharm) and Diploma in Pharmacy (D. Pharm). The said decision letter, points out several deficiencies, which got revealed during the inspection conducted by the respondent on 12.11.2025. 2. Mr. Shashwat Purohit, learned counsel for the petitioner submits that the action of the respondent is absolutely illegal and mala fide.
