1. Learned counsel for the petitioner has filed this writ petition with following prayer:

"It is, therefore, most humbly prayed that the Writ Petition may kindly be admitted and allowed and Further:-

1. Call for the entire record pertaining to the case of the Petitioner and examine the same. 2. By an appropriate writ, order or direction an order स्था अ No. F.V.5 (Court Cases) / /00487/3422 dated 15.09.2025 the impugned action/order of the Respondents may kindly be taken on record and be quashed and set aside. 3. By, an appropriate Writ, Order, or Direction to the Respondents to grant benefit of one annual grade increment to the Petitioner for the Year 1997 w.e.f. 1 July.

4. By an Appropriate Writ Order or Direction to the Respondents to revise the last pension payment order of the Petitioner and accordingly revise the entire pension benefit and monthly pension of the Petitioner.

5. By an appropriate writ, order direction to Respondent to release the arrears of pensioner benefit and arrears of monthly pension along with interest.

6. By an appropriate writ, order or direction an order No. F-15(1)FD/Rules/2017 Pt.-II dated 13.09.2024 the impugned action/order of the Respondents may kindly be taken on record and be quashed and set aside.

7. Any other order prejudicial to the Petitioner and adversely affecting his rights may kindly be taken on record and be quashed and set aside. 8. Any other order, which this Hon'ble Court deem just and proper may kindly, be passed in favour of the Petitioner. 9. Cost of the Writ Petition may kindly be awarded in favour of the Petitioner."

2. Learned counsel for the petitioner submits that this second round of litigation earlier, the petitioner filed S.B. Civil Writ Petition No. 18599/2024 in which, following observations and directions were given:

"6.The directions issued in the case of Vijay Singh (supra), were made applicable in rem with the further direction to the State to grant the benefit of annual grade increment to all the similarly situated persons and such persons should not be compelled to approach this Court again and again for getting orders in their favour. It appears that the respondents have least regard to the orders passed by this Court and such act on behalf of the State- authorities and its officials definitely tantamount to contempt of the Court. 7. Before passing the appropriate orders in future at appropriate stage, the instant petition stands disposed of by issuing directions to the respondents to decide the representation of the petitioner in the light of the judgment passed by this Court in the case of Vijay Singh (supra), and Ramesh Chandra Sharma (Supra), expeditiously, as early as possible, preferably within a period of one month from the date of receipt of certified copy of this order."

3. Learned counsel submits that when the order passed by Coordinate Bench of this Court in S.B. Civil Writ Petition No. 18599/2024 was not complied with, the petitioner filed contempt petition No. 419/2025 however, only on account of the fact that during the pendency of the contempt petition, the respondents had decided his representation vide order dated 15.09.2025 therefore, the contempt petition was also disposed of.
