1. This petition was filed seeking directions to the respondents to upload admit card of the petitioner and allow to appear in B.Ed. Part-II examination held in the year 2019.

Brief facts are that the petitioner qualified in Pre-Teacher Education Test held in the year 2017 and was alloted Shri Kalyan Shikshak Prashikshan Mahavidyalaya Rainwal, Manji, Tehsil Phagi, District Jaipur. The petitioner passed B.Ed. Part-I examination and completed the internship. For the B.Ed. Part-II, the petitioner had to do internship in Govt. UPS Kumhariya, Block Malpura, District Tonk.

3. Learned counsel for the petitioner submits that the petitioner has completed internship and provisionally appeared in the examination in B.Ed. Part-II under the interim orders of this Court, the result should be declared and degree be awarded.

4. Learned counsel for the respondent submits that as per the provisions of University of Rajasthan (Ordinance 323) minimum 80% of the attendance is required in all courses and practical but the petitioner had only 4% attendance.

5. The Court in writ jurisdiction shall not sit in appeal over the criteria fixed by the educational institutions for attendance. It is uncontroverted fact that out of two hundred working days the petitioner has attendance of eight days in B.Ed. Part-II course. The mere completion of the internship, in absence of the minimum required attendance, shall not create a vested right for the petitioner for awarding of a B.Ed. degree.

6. Before parting, it would be appropriate to note that in the B.Ed. Part-II, petitioner attended the college for eight days yet was allotted a school for undergoing internship. Petitioner failed to attend the classes designed to equip the candidates with teaching techniques and methodology. The internship program includes teaching experience, therefore once the petitioner failed to attend classes and it was evident to the education department that the petitioner shall not be eligible for appearing in the B.Ed. Part-II exams, sending such candidates for internship is a waste of public money and the time of students in the school where they go for the teaching experience.

7. The petition is disposed of.

8. A copy of this order be sent to the Education Secretary to look into the matter and take necessary steps as required.
