1. This writ petition has been filed by the petitioner with the following prayers:

“a. The order dated 16.03.2026 (Annex.9) passed by the respondents shall be quashed and set aside.

b. Direct the respondents to recognize the candidature of the petitioner for the post of senior teacher and treat the petitioner as eligible.

C. Direct the respondents to not reject or exclude the petitioner's candidature on the ground of delay in declaring the result of final year by the university.

d. Allow the petitioner to proceed with subsequent stages of the selection process on the same footing as those candidates whose result have been declared prior to Senior Teacher Examination.

e. any other appropriate order or direction, which this Hon'ble court deems just and proper in the facts and circumstances of the case may kindly be passed in favor of the petitioner;

f. Cost of the Civil Writ petition may please be awarded in favor of the petitioner.”

Brief facts of the case are that the State Government invited applications for Pre-Teacher Education Test (hereinafter referred to as “PTET-2021”) conducted by Government Dungar College, Bikaner (Rajasthan) vide notification dated 27.01.2021 (Annex.1), pursuant to which the petitioner applied through application form (Annex.2), appeared in the examination, qualified the same, and was allotted a seat in Ashirwad Shikshak Prashikshan Sansthan vide provisional admission slip dated 26.10.2021 (Annex.3), affiliated to Jai Narain Vyas University; that the petitioner successfully pursued and completed the integrated B.A. B.Ed course and cleared all examinations vide result (Annex.4); that thereafter, the Rajasthan Public Service Commission, Ajmer issued advertisement No.22/exam/sr. teach. (Sec.edu.)/RPSC/EP- 1/2024-2025 dated 11.12.2024 (Annex.5) for the post of Senior Teacher, and the petitioner, being eligible, applied through application form (Annex.6), was issued admit card (Annex.7), and appeared in the examination; that the result (Annex.8) was declared and the petitioner was included in the provisional list of selected candidates subject to document verification; however, upon appearing for document verification on 16.03.02026 (Annex.9), the petitioner was declared ineligible on the ground that he had pursued an Integrated B.A. B.Ed course and that the final year result was declared on 07.10.2025, whereas the examination for Senior Teacher was conducted on 07.09.2025; that while the said examination was held on 07.09.2025, Jai Narain Vyas University declared the final year result on 07.10.2025, i.e., after the examination date, whereas other universities/colleges had declared their results prior thereto (Annex.10); that as per the Annual Scheme (Annex.11), the examinations were scheduled in July–August, however, the result was delayed and declared on 07.10.2025 due to administrative reasons, and the petitioner had already disclosed in his application that he was awaiting the final year result; that the petitioner also raised a grievance on the Sampark Portal (Annex.12) regarding such delay, however, the respondents have arbitrarily rejected the petitioner’s candidature on this ground, which is unjust, violative of principles of equality and natural justice, and causes irreparable loss to the petitioner. Hence this petition.
