15/04/2026 Learned counsel for the petitioner submitted that in the year

2022, the petitioner came to know that the respondent No.3 - Sarpanch, Gram Panchayat Lunol, Tehsil Reodar, District Sirohi was attempting to illegally allot valuable panchayat land situated in Village Karoti by demarcating multiple plots in favour of certain immediately submitted a representation before the concerned authorities against the proposed action of the respondent No.3. Whereupon, the respondent No.3 - Sarpanch, Gram Panchayat Lunol, Tehsil Reodar, District Sirohi vide letter/communication dated 04.10.2022 (Annex.2) informed the petitioner that with regard to allotment of panchayat land situated at Village Karoti no proceedings have been undertaking nor any proceeding is pending.

Drawing attention of the Court towards the various documents attached with the paper book, learned counsel submitted that despite the petitioner being informed that no proposal for allotment of panchayat land situated in Village Karoti is pending, the respondents during the year 2023-24 has allotted valuable panchayat land situated in Khasra No.42/1, Village Karoti, Tehsil Reodar, District Sirohi in favour of respondent No.4 - Smt. Leela Kanwar. Learned counsel further submitted that immediately thereafter, the petitioner made complaints before the concerned officials of the respondents - Gram Panchayat Lunol, Tehsil Reodar, District Sirohi. Acting upon the said complaints submitted by the petitioner, the respondents conducted inquiry in the matter and prima facie found that the land situated in Khasra No.42/1, Village Karoti, Tehsil Reodar, District Sirohi had been illegally allotted to the respondent No.4. Consequently, the disciplinary proceedings were directed to be initiated against the then Up- Sarpanch – Laxman Singh and Wardpanch - Devaram and Soni Devi who were prima facie found to be involved in the illegal allotment of panchayat land in favour of the respondent No.4.

- Development Officer, Panchayat Samit Reodar, District Sirohi also filed revision petition under Section 97 of the Rajasthan Panchayati Raj Act, 1994 before the Court of Additional District Collector, Sirohi seeking cancellation of the patta/allotment orders issued in favour of the respondent No.4 - Smt. Leela Kanwar. However, the aforesaid revision petition has been dismissed vide order dated 24.03.2026 (Annex.17). The application filed by the petitioner seeking impleadment of the party respondent in the revision petition was also rejected.

In the meanwhile and till further orders, effect and operation of the order dated 24.03.2026 (Annex-17) passed by the learned Addtional District Collector, Sirohi in Panchayat Revision Petition No.21/2025 titled as ‘Vikas Adhikari, Panchayat Samit, Reodar, District Sirohi v. Sarpanch, Gram Panchayat, Lunol, Tehsil Reodar, District Sirohi & Anr.’ shall remain stayed.

However, the respondents are directed to maintain status quo in relation to the land in dispute till the next date of hearing.
