Order

IN D.B. Civil Writ Petition No. 10675/2024:

1. Learned counsel appearing for the Rajasthan Cooperative Dairy Federation (RCDF) shall file its affidavit with regard to the observations made by us in our order dated 12.02.2026 as well as the order passed by the learned Single Judge whereby this case was taken up in Public Interest Litigation dated 01.07.2024.

2. Mr. Rajendra Prasad, learned Advocate General has invited our attention to the counter-affidavit filed by the Authority (The Commissionerate of Food Safety and Drug Control) and the details about the enforcement samples collected and analysed. He wants further time to file an additional explanatory affidavit with reference to the report submitted by the State Food Safety Officers. Time is granted for the said purpose.

3. Mr. M.S. Singhvi, learned Senior Counsel appearing as a Amicus Curiae has invited our attention to the articles published relating to the effect of Urea found in animal feed. Studies also reflect that Urea which is otherwise used for industrial purposes is being used rampantly for being mixed in animal feed, resulting in causing loss of the animal's health and has also invited our attention to the various dangers of high Urea animal feed which would result in direct health risk. The chart highlights the usage of excessive Urea and also points out that if an animal consumes feed with excessive Urea for a long time, the levels of Nitrogen and Urea in its body can increase which may lead to poor quality of milk.

4. Another report, where use of unsafe pesticides has resulted in 535 farmers' death has also been placed before us. The same are all taken on record.

5. We notice that apart from the Government Cooperative agency, RCDF which sells the ordinary milk products by name of Saras and there are other Cooperatives like Amul, Lotus, Mother Dairy and other agencies which are also selling milk and other milk products.

6. A need arises to check the method and manner which they are adopting and preventing synthetic products. The State Government Authorities shall conduct inspections in this regard and submit its report to this Court.

IN D.B. Civil Writ Petition No. 8682/2020:

1. A report from the Pollution Control Board is required to be filed as to what steps have been taken by the Pollution Control Board, including registering of the FIRs with regard to the action against those who are doing illegal cultivation in swamps and areas where dirty water of the City is collected. This order shall not only be limited to the City of Jaipur but to all other cities and respective Officers of the Pollution Control Board at the respective Districts would be responsible for seeing that the vegetables and crops are not grown in the area as above.

2. A report in this regard shall be submitted on the next date regarding the action taken by the Pollution Control Board.

3. List all these cases again on 04.08.2026.
