Hon'ble Dr.Justice D.Y.Chandrachud pronounced the order

of the Bench comprising Hon'ble the Chief Justice of India, Hon'ble

Mr.Justice A.K.Sikri, Hon'ble Mr.Justice A.M.Khanwilkar, His

Lordship and Hon'ble Mr.Justice Ashok Bhushan.

For the reasons stated in the signed order, we are unable

to accede to the prayer for interim relief which has been urged on

behalf of the petitioners. Interim relief is accordingly refused.

We, however, clarify that the counselling which takes place shall

ultimately abide by the result of the reference. I.A. No 33686 of

2018 is disposed of accordingly.
