1. As per the Office Report dated 06.11.2025, service of notice on respondent no.17 is complete, but none has entered appearance on his behalf.

2. As such, in the interest of justice, we request and appoint Ms. Kaushitaki Sharma, learned counsel, as amicus curiae (pro bono), to assist the Court.

3. The Registry is directed to supply the complete paper book in digital form to the learned amicus curiae within a period of three working days.

4. Learned amicus curiae shall endeavour to get in touch with respondent no.17 directly and also through the concerned District Legal Services Authority, apprising the respondent about the pendency of the present petition as also the passing of this order.

5. The Chairman of the concerned District Legal Services Authority shall have the respondent apprised of his rights of being represented through the Legal Aid Counsel.

6. We clarify that the learned amicus curiae shall continue to assist the Court, even if the respondent is represented by a legally engaged counsel.

7. The Registry shall communicate this order to all concerned forthwith.

8. The Registry shall print the name of the learned amicus curiae in the cause list.

9. Further service of notice on respondent nos.2 to 16 and

18 to 35 is awaited.

10. Let fresh steps for service be taken within one week.

11. In the event steps being taken, issue fresh notice, returnable on 12.12.2025.Let the same be effected through concerned Station House Officer.

12. Dasti service, in addition, is permitted.

13. In the notice itself let it be mentioned that the respondents are required to file the counter affidavit and reply to the interlocutory application(s), if any, before the next date of listing.

14. In the meanwhile, appearing respondent(s) shall file counter affidavit be filed within two weeks. Rejoinder affidavit thereto, if any, be filed before the next date of listing.

15. We make it clear that no further opportunity will be granted for this purpose.
