Heard learned counsel for the parties.

Pursuant to our previous order dated 22.01.2026, we take note of a compliance report which is on record and the statement of respondent no.2 in which, she stated that she has received the notice and when asked whether she is financially able to appear before the Court, she indicated her financial difficulty and then she was informed that she was eligible to seek legal advice and assistance from the legal aid counsel to be coordinated by the State Legal Services Authority (SLSA).

3. We are convinced that the State Authorities have taken the order of this Court very casually. The order dated 22.01.2026 clearly required the State Authority to coordinate with regard to her being represented in the present proceedings with the assistance of a legal aid counsel. From the statement brought on record, of respondent no.2, it is clear that she was only informed that she was eligible to seek legal advice and assistance from the legal aid counsel to be coordinated by the SLSA.

4. We pause here and indicate our strong displeasure in the manner in which the concerned police officer(s) communicated the order to the respondent no.2. It was their duty to coordinate with the respondent no.2 and the legal aid apparatus and ensure that respondent no.2 is represented before this Court. This is not reflected from the statement, which has been brought on record.

5. Accordingly, we direct the submission of an explanation by the concerned Superintendent of Police as also by the SHO of the concerned local Police Station, as to why, they have not complied with the order in the manner it was required which was obvious and clear from the language and tenor of the order which does not leave anything to ambiguity.

6. Accordingly, the concerned Superintendent of Police, Bengaluru, Rural District as also the concerned SHO of the local Police Station, shall be present personally before the Court on the next date of listing to explain such conduct.

7. The matter be listed on 18.03.2026 at the top of the Board.

8. If on the next date of listing, the respondent no.2 appears through any learned counsel, the above officers shall only file their explanation and would not be required to be physically present before the Court.
