O R D E R :-

The instant appeals are arising out of the common order dated 14.08.2024 passed by learned District Commission,

1 Whether Reporters of the local papers may be allowed to see the order?

Kangra at Dharamshala in consumer complaint No.360/2023 titled Dr.Surender Nikhil Gupta Versus Sh.Neeraj Mehta & Ors., whereby the complaint filed by the complainant was allowed and the opposite party No.1 was directed to pay an amount of Rs.10,000/- to the complainant and the opposite party No.3 was directed to pay an amount of Rs.30,000/- to the complainant in lump sum for the losses suffered by the complainant. The parties were directed to pay the aforesaid amount within 45 days from the date of receipt of copy of the order, failing which, it will incur an interest @ 9% per annum from the date of complaint till its realization. The opposite parties No.1 & 3 were also directed jointly and severally to pay litigation expenses to the complainant to the tune of Rs.10,000/-. Brief facts of the Case:

Brief facts of the case are that the complainant purchased 100 liters paint of weather shield Dulux paint Obsidian glass/OONN/13/000 with base 463594/configuration YOX 635, BLK 2865, WHT 2335, OYR 515 for exterior painting of an area of approx.8325 Sq.Ft. of his residential building at Birta, Tehsil and District Kangra, H.P. from the opposite party No.1. The complainant had purchased the aforesaid paint from the opposite party No.1 for a sum of Rs. 61,836/-. For two buckets of 20 Ltrs. each, purchased vide bill No.1196 dated 23.11.2020, the opposite party No.1 charged a sum of Rs.18,786/- from the complainant. The opposite party No.1 had also charged more than Rs.2,400/- from the complainant for mixing of the paint. When the complainant purchased the same bucket of paint of same brand/Dulux company from the opposite party No.2 vide bill No.6927 dated 25.11.2020, it was charged for a su
