The present Revision Petition has been filed by the Petitioner, i.e. Punjab State Power Corporation Limited, under Section 47(1)(b) of the Consumer Protection Act, 2019 (in short the ‘Act’), through its Assistant Engineer, for setting aside the impugned order dated 03.06.2025, whereby the Application filed by the Respondent/Complainant had been disposed off by the District Consumer Disputes Redressal Commission, Amritsar (in short the “District Commission”) directing the Petitioner/OP to restore the electricity connection of the Complainant bearing No.3002416934 forthwith subject to payment of Rs.25,000/- within 10 working days from today.

2. Briefly, the facts of the case which are necessary for disposal of the present Revision Petition are that the Complainant filed C.C. No.210 of 2025 before the District Commission with the following prayer :-

“It is, therefore, respectfully prayed that by way of acceptance of complaint, the following relief may be granted to the complainant :-

a) The opposite party may be directed to get aside illegal demand, if any, with regard to electricity meter bearing connection No.3002416934 and to remove their deficiency in service.

b) The opposite party may be directed to restore the above said electricity connection bearing account no.3002416934 in the property/shop purchased by the complainant.

c) To pay compensation of Rs.1,00,000/- to the complainant for suffering mental pain, agony, harassment and inconvenience by her on account o deficiency, negligence and unfair trade practice on the part of opposite party.

d) To pay the costs of litigation of Rs.10,000/- to the complainant.

e) Any other relief to which the complainant is found entitled to under law and equity may also be granted to the complainant in the interest of justice, equity and fair play.”

The Complainant had also filed Application for restoration of electricity connection bearing No.3002416934. The District Commission vide order dated 03.06.2025 had disposed off the said Application and directed the Petitioner/OP to restore the electricity connection against the payment of Rs.25,000/-. The relevant part of the said order is reproduced as under :-

“Heard. Prima facie case is in favour of the complainant and balance of convenience are also in favour of the complainant. Furthermore, electricity is the basic need of every citizen and nobody can be deprived from this facility. Counsel for the complainant has stated that though the complainant has no concern with the previous owner, but still she is ready to deposit Rs.25000/- with the opposite party. As such, keeping in view the admission made by the complainant, it is ordered that opposite party is directed to restore the electricity connection of the complainant bearing No.3002416934 forthwith subject to pay of Rs.25,000/- (Rupees Twenty Five Thousand only) within 10 working days from today. It is also ordered that the complainant will keep on depositing the actual
