JUDGMENT
1. The facts of the case as per the District Commission record are as under:
“2…complainant is a practicing advocate and has her chamber no.43 West Wing, Tis Hazari Courts, Delhi. The OP was installed a domestic electric meter bearing C.A No.60002676587. K No.31200141528 (Kw2) after receiving Rs.6100/- on 04.09.2000. There after the OP was always issued the Provisional Bills (till 2006) the same were paid without any delay. The OP all of a sudden stopped the provisional bills due to its own some tariff problems. The Delhi Bar Association was challenged this issue before District Courts as well as before the Hon'ble Delhi High Court and the Hon'ble High Court has directed to OP that it be received the domestic tariff as usual and to restored the meters which were disconnected immediately. Despite this direction the OP was not restored the power to the above said meter.

It is stated that the OP was obtained meter reading on 01.05.2012 as its bill dated 04.06.2014.In the year 2003 the complainant was appointed as Member in the District Consumer Forum (Central Delhi, I.S.B.T Kashmere Gate) and visited her chamber after the service hours as her Senior colleague Late shri Jaswant Singh Advocate & her clerk Mr. Nadeem Arshad sits in and look after it. After some time Mr. Nadeem inform her that there is no power in the meter and it may be disconnected.
4. It is stated that there after the complainant made several telephonic calls from the Consumer Forum, her Mobile, Resi. Phones, Written Letters, Reminders, and by the E-mail from the OP sub office at West Wings Tis Hazari Courts also personally visit to the Commercial Manager Vijay Nagar a number of times but no use and no reply of these letters were received and Despite The Hon'ble High Court direction for restoration the power but the OP was not restored the power to the above said meter.

It is stated that the complainant has join again her legal profession after completing 10 years District Consumer Forum Services and use to sit in her chamber without electricity which is a very essential necessity for a professional, and human being thus she has further made several request for restoring the power to OP's but no use.

It is stated that the complainant finally has file her complaint before the OP Hon'ble C.G.R Forum on 25.04.2014 with all documents, Shrimati Neerja Ahuja an officer was informed that the complaint dated 25.4.2014 is untraceable and be file another application then the complainant was filed another application on 13.08.2015 with all documents. In response of this application the OP pasted on 23.10.2015 an illegal notice dated 18.09.2014 under section 163(3) of Electricity Act 2013. During the proceedings the C.G.R Forum has suggested on 25.04.2014 to the complainant for personal visit to the Commercial Manager Civil Lines, the complainant comply this suggestion and visit to the Commercial Manager who obtained an application for removal the disconnected meter and then removed the same on 12.05.2014.
7. It is stated that the OP has never served the Supply Code and its clause-37 to the complainant in all these long years. No notice under this clause has ever been served to the complainant till date and disconnected the above said meter in spite of OP has obtained the reading on 20.11.20, 29.02.2008, 01.05.2012. Imagine if the Chamber is closed how the OP can obtained the reading.
8. It is stated that the complainant always ready to perform her legal duties but the OP's has not restored the power connection and made it dormant. The OP has sufficient security amount.
