ORDER

In this Writ Petition (TR), the petitioner is challenging the Memo No.12024/Ser.III (1)/2009 dt.20.10.2009 and its consequential Memos dt.13.02.2013 and 12.03.2013 of the 4 th , 3 rd and 1 st respondents respectively as illegal, arbitrary and contrary to the rules and in violation of the Constitutional provisions and to set aside the same and to direct the respondents to declare the commencement of probation as 01.09.2004 and declare the probation accordingly and release the increments due on 01.09.2006 and 01.09.2007 with all consequential benefits and to pass such other order or orders.

Brief facts leading to the filing of the present Writ Petition (TR) are that the petitioner was selected by the District Selection Committee as a Typist in the backlog vacancy meant for orthopedically/visually handicapped candidates vide proceedings No.A1/1431/2003 dt.16.08.2004 of the District Collector, Hyderabad after due selection process. The petitioner was allotted to the 1st respondent office and appointment order dt.26.08.2004 was issued subject to the condition of the petitioner passing Telugu Typewriting Higher Examination within a period
